At Bali, Indonesia, at a Bilateral meeting between President Joe Biden and President Xi Jinping, China wanted that USA should also make efforts if China and USA are to work together. It was decided that Secretary of State Antony Blinken should visit China so that the relations may be further improved.

President Biden has been in favor of good relations with China, while he has always wanted a tough policy on Russia. Chinese and US officials have been meeting to maintain good relations. However China is making no efforts, whatsoever, for improvement of relations with UK and Canada.

China is maintaining a posture of military threat towards both Taiwan and India. On 9th to 11th, skirmishes between the Chinese and Indian armies have taken place in Tawang area of the border.
German industries have become highly dependent on the Chinese market and the entire industry wants Olaf Scholz, the Chancellor of Germany not to utter a word, which disturbs China.

Some of the Australian businesses also depend on the Chinese market. While Scott Morrison of Liberal party (PM of Australia from 24 Aug 2018 to 23 May 2022) did not bother about it and maintained a strong posture wrt China, Anthony Albanese of Labor party, who took over as the PM of Australia on 23rd May, is keen to develop good relations with China.
SEMICONDUCTOR CHIPS: Due to Covid 19, when the supply chains were disrupted, the auto industry faced a severe shortage of semiconductor chips. When the possibility of Taiwan (with its large and the world’s most sophisticated chip manufacturing facilities) being swallowed by China arose, Biden understood the importance of having production of such crucial things on-shore and allocated large funds for re-establishing semiconductor chip industry in USA.
USA NOT THE LEADER: Intel had decided against investing funds for semiconductor chips more sophisticated than 10 nm chips. The world has gone to regular production of 3 nm chips and is working to produce 1 nm chips in a couple of years. USA had pioneered the technology. So, it was mortifying for President Biden to learn that USA was not leading the race to the frontiers of technology and might lose the leadership in the crucial technology to China. USA, therefore, worked with Japan and the Netherlands to deny the export of advanced chipmaking machinery to China.
This is a blow to China’s ambitions of controlling the supply of these crucial components to the industries all over the world. On Monday, 12th December 2022, China filed a complaint to World Trade Organization (WTO) against denial of the machinery to China. China’s Foreign Minister Wang Yi has met Park Jin, the Foreign Minister of South Korea, another large manufacturer of semiconductor chips, for establishing a common front against USA at WTO.
Trump had talked about reducing imports of all manufactured goods from China. But Biden wants to continue the trade, which has large imports from China and relatively small exports resulting in a huge imbalance in the US-China trade. However, the issue of semiconductor chips has created a discord, which Biden did not want.
BIDEN’s EFFORTS for GOOD RELATIONS with CHINA: President Biden has sent two officials to Beijing for preparing the ground for the visit of Blinken to Beijing.
On 11th and 12th December 2022, Daniel Kritenbrink, the Assistant Secretary of State for East Asian and Pacific Affairs and Laura Rosenberger, the Senior Director for China and Taiwan at the National Security Council have been meeting China’s Vice Foreign Minister Xie Feng. The talks seem to be putting the bilateral relations on an even keel.
